The effectiveness of public administration is increasingly evaluated through its ability to respond efficiently, transparently, and lawfully to appeals submitted by individuals and legal entities. An effective appeal-handling mechanism strengthens administrative accountability, promotes public trust, reinforces the rule of law, and enhances the legitimacy of governmental institutions. Contemporary administrative reforms emphasize citizen-oriented governance, participatory decision-making, and digital transformation, requiring legal systems to develop comprehensive mechanisms capable of evaluating and classifying institutional performance in handling administrative appeals. Despite considerable progress in public governance reforms, significant challenges remain regarding the establishment of standardized legal criteria for measuring effectiveness, ensuring procedural consistency, integrating technological innovations, and balancing administrative discretion with legal accountability. This research develops a comprehensive legal framework for assessing and classifying the effectiveness of public administration in managing appeals from individuals and legal entities. The study adopts a qualitative research and review methodology through systematic analysis of legislative instruments of the Republic of Uzbekistan, governance theories, administrative law literature, and public management scholarship. The research synthesizes theoretical foundations from governance, communicative action, adaptive governance, balanced performance measurement, and citizen participation to formulate a multidimensional evaluation model. Findings demonstrate that effective assessment requires integration of legal compliance, institutional responsiveness, procedural transparency, citizen satisfaction, organizational adaptability, and digital governance indicators. The proposed classification framework contributes to legal scholarship by establishing measurable standards capable of guiding administrative reforms while strengthening institutional accountability and improving public service delivery.

The rapid development of artificial intelligence (AI) is transforming the social, economic, educational, and institutional environment in which young people live and develop. These changes require a reconsideration of traditional approaches to state youth policy and the development of adaptive, inclusive, and technology-oriented governance mechanisms. This article examines international approaches to youth policy in the age of artificial intelligence and analyzes the emerging youth ecosystem model in Uzbekistan. Particular attention is paid to the role of AI in expanding educational and employment opportunities, supporting youth entrepreneurship and innovation, improving public service delivery, and strengthening youth participation in decision-making processes. The study compares selected international practices and identifies key principles relevant to the formation of effective youth policy, including digital inclusion, ethical use of AI, skills development, data protection, social equity, and participatory governance. Based on the analysis, the article conceptualizes the youth ecosystem model in Uzbekistan as an interconnected system involving the state, educational institutions, private sector, civil society, digital platforms, innovation centers, and young people themselves. The findings suggest that the integration of AI into youth policy should be accompanied by institutional flexibility, responsible innovation, digital literacy, and mechanisms that ensure equal access to emerging opportunities. The proposed ecosystem approach can contribute to the development of a more inclusive, innovative, and future-oriented youth policy framework in Uzbekistan.

This article examines the legal and institutional capacity of regional non-judicial mechanisms to protect stateless persons within the European, Inter-American, and African human rights systems. It focuses on procedures and institutions operating outside courts, including monitoring, individual petitions and recommendations, thematic standard-setting, periodic state reporting, fact-finding visits, technical cooperation, and institutional follow-up. Using doctrinal, comparative legal, systematic, and statistical methods, the study analyses relevant treaties, resolutions, institutional practice, and UNHCR data. It finds that the three systems differ significantly in both competence and implementation. In the European Union, nationality remains primarily within the competence of the Member States, while protection arises indirectly through asylum, migration, non-discrimination, and fundamental-rights rules, leaving no autonomous Union-wide statelessness determination regime. The Inter-American system offers the most developed non-judicial combination of individual petitions, country monitoring, thematic standards, and remedial recommendations, although uneven treaty participation and political compliance constrain its reach. In Africa, periodic reporting, thematic resolutions, and the work of the African Commission and its special mechanisms have progressively elevated the right to nationality. The 2024 Protocol on the Right to a Nationality and the Eradication of Statelessness represents a major normative advance, but its effectiveness depends on ratification and domestic implementation. The article concludes that regional non-judicial mechanisms are indispensable because they can identify structural causes of statelessness, develop common standards, facilitate cooperation, and press states to reform nationality laws without waiting for judicial litigation. Their practical impact, however, depends on clearer mandates, reliable data, accessible statelessness determination procedures, sustained monitoring, and effective follow-up to institutional recommendations.

This article examines the constitutional framework governing women's political rights in Uzbekistan following the constitutional reform adopted by national referendum on 30 April 2023. Drawing on formal-legal and comparative-legal methods, the study identifies three levels of constitutional regulation — a general anti-discrimination standard (Article 19), a special provision on the equality of women and men (Article 58), and functional norms on political rights (Articles 36–40) — and argues that the reform secured a qualitative shift from formal to substantive equality. The analysis demonstrates that the 2019 Law on Guarantees of Equal Rights and Opportunities for Women and Men, read together with the revised Article 58, constitutionalises the state's positive obligation to ensure real equality, thereby strengthening the stability of the electoral quota system. Comparative data confirm the effectiveness of this construction: the forty-percent nomination standard and the thirty-eight-percent representation outcome place Uzbekistan among the leaders of the Central Asian region. At the same time, quantitative gains must be interpreted with caution in light of the distinction between descriptive and substantive representation, and the sustainability of this progress depends on further institutional, procedural, and constitutional development.
